Intent to Subdivide and Sell Fairbanks Tanana River Parcel

The University of Alaska Land Management Office (UALM) is seeking public comment on the disposal plan below.

Disposal Plan
The University of Alaska (“University”) intends to subdivide a parcel of land totaling approximately 584.74 acres located near the intersection of Bethany Street and the Richardson Highway, fronting the Tanana River in Fairbanks, Alaska. The parcel will be divided into two land units along the Chena River flood control levee. The Northern portion, 186.60 acres, will be retained by the University. The portion south of the levee, approximately 398.14 acres, is intended to be sold.
The Conservation Fund has expressed interest in purchasing the parcel. The parcel is generally considered to be wetlands with constructed access and is zoned GU-1/MN (General Use and Military Noise). The purpose of the proposed acquisition is the protection of open lands and other natural resources to avoid or minimize potential adverse impacts to US Army Garrison (USAG) Alaska’s training and testing mission. Acquisition by the Army's Readiness and Environmental Protection Integration (REPI) partner, the Compatible Lands Foundation, in this instance in conjunction with The Conservation Fund, of conservation easements and in some instances, fee simple interests, will limit residential and/or commercial development of properties adjacent to or in the vicinity of installations and their mission activities. Incompatible uses of lands adjacent to USAG Alaska and other military installations have resulted in a threat of curtailment of significant testing and training functions or other mission activities at USAG Alaska and elsewhere. The University intends to sell the Tanana River Parcel at or above fair market value.
This disposal plan is effective as long as the University owns the parcel.
