The query, Uncommitted_Encubmrances_that_will_roll_as_Committed_in_next_FY_RPTP.sql provides uncommitted encumbrances that will roll as committed in the next fiscal
year.

This query is to provide a list of open encumbrances on terminated FOAPA values (Fund-Orgn-Acct-Prog-Actv).
This is helpful to use a future termination date to ensure payemnts are made from
the open encumbrance line or the line closed prior to the FOAPA termination date.

data is from Travel Request or Expense.
