FY23 & FY24 Retroactive Pay Adjustments and Compensation Increases

June 20, 2023 via web from the UA HR office
This is a status update regarding compensation increases.

  • The FY23 base increases have now been applied to all eligible employees who had an active job as of June 4, 2023. Employees will see the increase to their base salary in their June 30, 2023 paycheck. Qualifying employees can log into UA Online to see their updated FY23 salary. Go to Employee Services / Current and Past Jobs / select your current job, and you should be able to see the June 4, 2023 salary information.
  • The processing of the FY23 retroactive payments is underway. Employees who had an active job between May 7, 2023 and June 3, 2023 will receive the lump sum retroactive payment with few exceptions. Please view the Q&A to see those exceptions. Employees will see the retroactive payment in either their June 30, 2023 or July 14, 2023 paycheck.
  • Employees who have retired according to the State of Alaska Division of Retirement Benefits’ definition of retirement between July 3, 2022 and May 6, 2023 will also receive a lump sum retroactive payment.

If you have further questions that are not answered on our webpage, please contact UA Human Resources at ua-hr@alaska.edu. After July 14, UA HR will have completed the majority of the retroactive payments and be able to work with employees if an eligibility determination is needed.

June 2, 2023 via web and email  from the CHRO Office (Memry Dahl)

The purpose of this communication is to follow up on the May 19 email message regarding compensation increases. For reference, please continue to visit the UA Human Resources FY23 & FY24 Retroactive Pay Adjustments and Compensation Increases web page. Our team has developed a Question & Answer section which has been posted under “Resources” (to the right on this web page).

Below are additional details regarding FY23 retro payments from the May 19 email:

  • The beginning of the pay period within which the May 18, 2023 budget approval occurred will serve as the eligibility date for retroactive payments. That eligibility date is May 7, 2023. Employees who have or had an active job between May 7 and June 3 will receive the lump sum retroactive payment with few exceptions. Please view the website to see those exceptions.

  • Employees that have retired according to the State of Alaska Division of Retirement Benefits definition of retirement from July 3, 2022 through May 6, 2023 will receive the lump sum retroactive payment.

If you have further questions that are not answered on our webpage, please contact UA Human Resources at ua-hr@alaska.edu. After July 14, UA HR will have completed the majority of the retroactive payments and be able to work with employees if an eligibility determination is needed.

With the legislative approval of the capital and operating budgets on May 18, 2023, UA HR is working to implement FY23 compensation increases, retroactive pay adjustments, and FY24 compensation increases. We appreciate your patience as we work to get all increases and adjustments applied over the next several weeks

May 24, 2023 web update from the CHRO Office (Memry Dahl)

As CHRO, I want to assure you that the University of Alaska is working to apply retroactive pay to faculty, adjuncts, staff, firefighters, and local 6070 bargaining unit members in active jobs on June 4, 2023. Faculty and staff who are off contract and will be returning to their position in academic year 2023-2024 are considered in an active status. Retirees who left the university after the academic year 2022-2023, will receive the retroactive payment including those retiring in May.

As the legislature approved the supplemental budget that included the FY23 increases along with the FY24 budget on May 19, UA HR’s first priority was to communicate with employees an overview of the process and dates for making the retroactive payments; now, we are in the process of finalizing the details, and working through unique cases. We are also currently working with the State of Alaska Division of Retirement and Benefits.  The HR team will be reaching out to individual retirees in the coming weeks.

I will continue to provide updates through our web page. If you have any concerns after we have released additional information - likely next week - please reach out to UA HR Customer Service via email (ua-hr@alaska.edu), and they will be able to respond with the latest information available.

Sincerely,
Memry Dahl, CHRO

May 19, 2023 update via web and email from the CHRO Office (Memry Dahl)

On Thursday, May 18, the Legislature passed the Supplemental and Operating budget, which means HR is now able to begin applying FY23 compensation increases, retroactive pay adjustments and FY24 compensation increases. We appreciate your patience as we work to get everyone's adjustments applied over the next several weeks.  Late today we sent details via email on what to expect as we apply the adjustments, and a timeline for when they are anticipated to be effective.   Please review as needed:    Adjunct Faculty     |       Faculty     |      Staff

May 15, 2023 update via email from the CHRO Office (Memry Dahl)

As the Legislature enters its final stages of passing a budget, UA Human Resources (UA HR) wants to provide an update about FY23 retroactive pay and FY24 compensation increases. We understand there is a desire to know what to expect and when, and want you to know what plans we have in place to apply those increases.

UA HR was ready to begin to implement retroactive and base wage adjustments for FY23 based on legislative approval this week. At this time, it appears unlikely that the Legislature will have finished business as scheduled on May 17. The retroactive pay for FY23 and compensation increases for FY24 are included in the supplemental and operating budgets respectively, and we cannot apply those increases until the Legislature approves them. As a result, we are in a holding pattern, and watching closely for that approval to occur. Once the budgets are approved, we will communicate specific next steps. Until then, please refer to our FY23 & FY24 Retroactive Pay Adjustments and Compensation Increases web page for brief updates.

The Background

In February 2023, the Governor introduced a supplemental FY23 budget that includes salary increases for the current 2023 fiscal year. The supplemental budget includes the negotiated FY23 3% salary increase for faculty and an additional 1% increase for staff, fire fighters, and local 6070 bargaining unit members. These increases cannot be applied to base salaries until the Legislature grants the University the budgetary authority to do so. Because the increases were to be effective at the beginning of the fiscal year that ends June 30, 2023, UA HR has a plan to apply both the increase to current salaries and pay retroactively for the full 2023 fiscal year.

If you have any questions, please contact UA Human Resources at ua-hr@alaska.edu.

CHRO Dahl will provide an update next week on when salary increases can be expected to appear in paychecks. While UA Human Resources cannot pay increases without Legislative approval of the FY23 supplemental budget, the plan is in place to begin applying those increases as soon as approval is received. Watch your email for more information on what to expect and the timeline.
