In September 2005, the University engaged in a contract with ACS for cellular telephone service. Per the new contract, the following applies to all phones on any rate plan: - Phone prices - See Wireless Phones for State of Alaska rates.
- Accessories are invoiced at 20% off retail price
- All services are month to month basis.
- Monthly Service Plan Charge (does not apply to the Local Per Minute Plan)
- Regulatory Programming fee (applied per phone) is intended to help ACS recover the costs of substantial network upgrades required in order to comply with federally mandated programs - $1.25/month.
- Alaska Universal Service Fund Charge (applied per phone): $0.40/month.
- Federal Universal Service Fund Charge (FUSC) is applied on basic service plus airtime usage at a rate of 4.2294% (as of February 1, 2009) per month and is adjusted quarterly.
- Emergency 911 (applied per phone) is $0.75/month in Fairbanks and $1.50/month in Anchorage. This charge is not to exceed more than 100 lines per account each month.
