In reviewing potential health care changes for FY12, the university in January 2011 decided to initiate a tobacco surcharge, or separate charge, for employees if they, their spouses or adult children who are covered by the UA Health Care Plan, use tobacco.
The amount was set at $600 per year, paid through biweekly payroll deductions. In March, 2011, following consideration of a formal request by the Joint Health Care Committee (JHCC), the University agreed to delay the implementation of the surcharge until FY13 (July 1, 2012). The postponement of the implementation date will allow for decision making regarding whether this will be a charge for tobacco users or a credit for non-users, and will also permit us to carefully determine the rules that will be in effect relating to the surcharge. The agreement to delay the surcharge was also intended to allow employees a full opportunity to participate in programs tailored to help them quit using tobacco.
